According to Sina Finance and Inner Mongolia News, four major intelligent computing projects led by GDS, Yungang Intelligent, CICC and GC Discovery recently broke ground in Horinger New Area, with total investment of about RMB 15.2 billion, roughly 706 mu of land and over 630,000 square meters of planned floor space.

Project overview (per Sina Finance)
- GDS North Zone: RMB 5.1B, planned capacity 37,000P for LLM training, AI inference and cloud;
- Yungang Intelligent campus: phase-one RMB 1.89B, 5,400P, 88MW, liquid-cooling led; RMB 4B overall, 200MW IT load;
- CICC zero-carbon computing base: about RMB 4.9B with its own 220KV substation, piling underway;
- GC Discovery center: about RMB 1.235B, ~99,000 square meters, now under construction.
2. Green power is the baseline
Horinger is the core carrier of the Inner Mongolia hub under China's "East Data, West Computing" program, with abundant renewable power and a cold climate that suits dense AI loads. This round leans green: Yungang builds liquid cooling into phase one, while CICC's project brands itself zero-carbon. Hohhot hosts 64 computing projects totaling 165,000P, with intelligent computing above 97% of the mix.
3. From building to using
Capacity is half the story; absorption is the rest. The New Area is upgrading a computing monitoring and dispatch platform, opening cross-region scheduling channels and piloting market-based compute trading, plus cross-border data and compute-export services under its free-trade-zone status. Notably, GC Discovery's project sat idle for nearly two years before a RMB 1.265B top-up in late September restarted it, a sign that capital is repricing computing assets.
For AI adopters, western capacity growth keeps training and inference costs on a downward path. NineZenith's Zenith-Act industry LLM supports private and hybrid deployment, letting enterprises split sensitive local inference from low-cost western training compute.
