China has added another national-level piece to its computing-infrastructure blueprint. The Central Cyberspace Affairs Commission recently issued the National Informatization 15th Five-Year Plan (published October 23 via the official “Wangxin Zhongguo” channel), laying out a framework of “three systems, five levels, two supports” with ten task areas and seven flagship programs. By 2030: a fully built new-generation communications network, timely commercial launch of 6G, a basically complete national blockchain network, and accelerated development of the intelligent internet.

1. A unified national computing network

On infrastructure, the Plan calls for accelerating a unified national computing network with coordinated development of computing power, electricity and networks; optimizing general, intelligent and supercomputing layouts; exploring space-based computing research; and steadily building data-circulation infrastructure. Compared with the earlier “east data, west computing” narrative, treating computing as a national utility — with siting, power and connectivity planned on one map — is the notable upgrade.

2. The technology list: high-performance AI chips

Within the innovation system, the Plan targets breakthroughs in key core technologies; per Wall Street CN and other outlets, developing high-performance AI chips features in the research agenda, backed by flagship engineering programs. The same list covers a national blockchain network, new industrial networks, self-iterating mobile IoT, new broadcasting networks, and digital upgrades for transport, energy, utilities and water infrastructure.

3. Three certainties for industry

①The investment runway continues — the unified computing network anchors the smart-data-center cycle; the MIIT companion plan already targets RMB 3.8 trillion of cumulative information-infrastructure investment and 9,800 EFLOPS of intelligent computing by 2030; ②domestic chips advance on architecture — the race centers on performance-per-watt and system-level integration rather than process nodes alone; ③power-compute coordination is the new constraint — green-power-rich grids will increasingly decide where data centers get built.

The plan's center of gravity is shifting from scale to system: computing, electricity, network and data as four coordinated grids — that is the real 15th Five-Year story.

For enterprises, NineZenith's TianShield computing-service platform provides scheduling and full-chain monitoring for smart data centers and government clients — turning policy certainty into measurable compute during this construction window.
